<p>Governor Reynolds announces approval of Presidential Major Disaster Declaration</p>
<p>DES MOINES – Gov. Kim Reynolds announced today that President Biden has approved Iowa’s request for a Major Disaster Declaration for Iowa counties where significant damage was sustained from severe storms, flooding, straight-line winds, and tornados that occurred beginning on June 16, 2024 and continuing.</p>
<p>Federal Emergency Management Agency (FEMA) and the U.S. Small Business Administration (SBA) are now authorized to provide assistance to Clay, Emmet, Lyon, Plymouth, and Sioux Counties. The Governor will continue to request additional counties as more information is collected.</p>
<p>Residents in these counties can now apply for the Federal Emergency Management Agency’s (FEMA) Individual Assistance Program, which provides disaster-affected homeowners, renters, and businesses with programs and services to maximize recovery, including assistance with housing, personal property replacement, medical expenses, and legal services.</p>
<p>Individuals and business owners who sustained losses in the designated areas can begin applying for assistance by calling 1-800-621-3362. The helpline operates from 7 a.m. to 10 p.m., 7 days a week. Anyone using a relay service, such as video relay service (VRS), captioned telephone service or others, can give FEMA the number for that service. Other options include registering online at <a href="www.disasterassistance.gov">www.disasterassistance.gov</a> or downloading the FEMA app.</p>
<p>Homeowners, renters, businesses, and nonprofit organizations whose property was damaged or destroyed by this disaster, may be able to apply for low-interest disaster loans from the SBA. In addition, small businesses, agricultural cooperatives, and private, nonprofit organizations impacted by the severe weather may be eligible to apply for working capital loans.</p>
<p>Applicants may apply online, receive additional disaster assistance information, and download applications at <a href="http://www.sba.gov/funding-programs/disaster-assistance.%5C" rel="nofollow" target="_blank">www.sba.gov/funding-programs/disaster-assistance.\</a>
Applicants may also call SBA’s Customer Service Center at 1-800-659-2955 or email <a href="mailto:disastercustomerservice@sba.gov">disastercustomerservice@sba.gov</a> for more information on SBA disaster assistance. For people who are deaf, hard of hearing, or have a speech disability, please dial 7-1-1 to access telecommunications relay services.</p>
<p>The Iowa Individual Assistance Grant Program is no longer available in counties where the FEMA Individual Assistance Program has been made available and residents should apply for the FEMA Individual Assistance Program.</p>
<p>In addition, the Federal Emergency Management Agency (FEMA) Public Assistance Program has been activated for Buena Vista, Clay, Dickinson, Emmet, Lyon, O’Brien, Osceola, Plymouth, and Sioux Counties. The Public Assistance Program provides funding for emergency work, such as debris removal and emergency protective measures.</p>

In order to keep the residential <a href></a>recycling at “no cost” through the landfill, it is important you follow this list.</p>

            <content:encoded><![CDATA[<p>As the Fourth of July nears, we wanted to remind our Hull residents that the City of Hull follows the Iowa Code 2024, Section 727.2 regarding fireworks.  Per 727.2(4): “Limitations,” in regard to the Fourth of July specifically, a person shall not use or explode consumer fireworks on days other than June 1st through July 8th of each year and only during the timeframe of 9 AM – 10 PM, except that on July 4th and the Saturday and Sunday immediately preceding and following July 4th fireworks can be displayed between 9 AM – 11 PM.  A person shall not use fireworks on real property other than that person’s real property or on the real property of a person who has consented to the use of fireworks on that property.  Please be respectful and follow the above referenced outline.  Complaints may be directed to the Sioux County Sheriff’s Office.</p>]]></content:encoded>

<p>A ribbon cutting celebrated the Hull and Sioux Center’s connection to the Lewis &amp; Clark Regional Water System. National, state and local officials came together Tuesday, May 2nd to celebrate the Hull and Sioux Center connections to the Lewis &amp; Clark Regional Water System, an accomplishment which has been more than 30 years in the making.</p>
<p>“People don’t understand how many solutions had to occur to make this happen. Three hundred and thirty-seven miles of pipeline to cover to have water coming out of the Missouri River aquifer,” said U.S. Rep. Randy Feenstra. “Today I applaud these efforts.  We get it.  It’s economic vitality.  Economic growth.  It’s liquid gold,” Feenstra told the crowd who attended the ceremonies representing the communities of Hull and Sioux Center.</p>
<p>Lewis &amp; Clark water is drawn from an aquifer adjacent to the Missouri River and treated near Vermillion, S.D., traveling 83 miles from the source to Hull.  The City of Hull blends this high-quality water for Hull customers’ water needs today and for future growth.</p>
<p>“It’s a great day of celebration because water is essential to life,” Hull Mayor Arlan Moss said.  “Water is essential for growth and economic development and our citizens,” he went on to add.</p>
<p>Sioux Center and Hull are the 16th and 17th of Lewis &amp; Clark’s 20 member communities and water systems to receive water.</p>

On WEDNESDAY, MARCH 26th, the City will be participating in a Statewide Tornado Drill. A Tornado Warning will be issued at or around 10:00 a.m. at which time the sirens will be activated. There will not be an all clear siren after this.</p>
<p>PLEASE NOTE:  In an event of bad weather, our sirens will go off when the wind is 80mph+   and/or there is a tornado warning issued.  The City will test the sirens the first Friday of each month during the months of April-September at 9:30 a.m.			</p>

            <content:encoded><![CDATA[<p><strong>Hooking up your Sump Pump</strong></p>
<p>If you have a sump pump, you’ve already made the wise decision to prevent water from entering your home.  But that leads to a valid question – <strong>where does the water go when the sump pump runs</strong>? </p>
<p> </p>
<p>There are two commonly accepted methods for sump pump discharge: onto the ground away from the foundation of your home and the other being straight into the <strong>storm sewer</strong>.  Many homeowners are surprised to learn that connecting the sump pump to the <strong>sewer system</strong> (floor drains in basement) is <strong><em>not</em></strong> allowed within the City of Hull.  The main reason sump pumps shouldn’t discharge into the sewer system is because the sewer pipes and water treatment facility are not built to handle that volume of extra water.  Imagine if every home connected their sump pump to the sewer system and then a major rainstorm hit Hull.  It’s very likely that the sewer system will be overloaded – leading to wastewater backing up into your home. <strong>Not good!</strong></p>
<p>Now that you know how NOT to discharge a sump pump, let’s cover how to do it responsibly.  As stated above, one method is to have the discharge pipe release the water on the ground at least 10 feet from the foundation of your home, making sure the ground slopes away.  Another option for homeowners who do not want to see the pipe outside or deal with a soggy area within their lawn may be to connect the sump pump to the storm sewer, which is a different system than the sewer line and is equipped to handle the influx of water during a heavy rainfall.  With this system, an underground pipe runs from the sump pump to the storm sewer.  To determine if the location in which you plan to build a home has the capability to hook up to a City <strong>storm sewer</strong> line, please contact the Public Works Director, Brent Kleinwolterink at 712-441-6123.  Brent will be able to tell you whether or not your lot has this capability.    </p>

If you received a letter asking you to schedule an appointment to get your meter switched out, please call 1-877-860-8376 to get an appointment scheduled. This letter means that Kiers was unable to get your meter changed out. VEPO will be handling all the meters going forward. All meters will need to be switched out by February 28th. If you have any <a href></a>further questions, please feel free to call us at the city office.</p>
